What happens to a payment with an unstructured address once the requirement takes effect? 

It may be rejected or delayed. Once the rules apply, there is no fallback and no grace period. If a payment reaches a bank that requires the town/city and country in their own fields and yours are missing, that bank can hold the payment or send it back. There is no process to fix it in transit.
